What Can Be Done About The Big U.S. Trade Deficit With China?

Here?s an encouraging figure from last year about the imbalanced U.S.-China economic relationship: American exports increased to a record $110 billion, a gain of 6.2% from 2011. ?The wide range of U.S. companies that doing business to China include Boeing Boeing and Harley-Davidson Harley-Davidson.????

The trouble?was on the import side. ?Even though exports increased, the overall U.S. trade deficit with China expanded to $315 billion because of ?imports grew ?by a higher 6.6%, to $425 billion, or almost four times as much as the U.S. sells. ?That big drain tends to slow?U.S. economic growth at a time when our government debt is huge and unemployment is high.

One way to ease the U.S.-China gap without turning to protectionism would be to increase exports to China.?? Personally, I?m not a fan at all of President Obama?s big-government economic policies. Yet he has worthily used his office to call attention to the importance of exports and challenged American companies to double overseas sales?during the five years?ending in December?2014?as part of a National Export Initiative. I had to the chance in Shanghai last week to talk to a?top U.S. official leading that charge about how China fits in

Meeting with Forbes and two local journalists, Michael Masserman ? the executive director of export policy, promotion and strategy at the U.S. Department of Commerce ? said a key to improving U.S. exports to China is finding ways for small and medium sized companies, or SMEs, to better succeed. ?Globally, SMEs account for about 34% of U.S. exports, an increase from 27% in the early part of the last decade. China, he noted, has become the No. 3 market in the world for U.S. SMEs, after Canada and Mexico.? ?Small and medium-sized business are learning how to navigate the China market,? Masserman said, expressing confidence about opportunities here.

What holds back U.S. SMEs from exporting in general is uncertainty about the business outlook and financing, he said. Also, many don?t cast a wide net when it comes to finding overseas customers, exporting to only one market. And in China specifically, American SMEs face challenges from trying to compete with Chinese government-owned companies, and keeping track of regulatory hurdles, he said. ?

Masserman, who previously practiced corporate law, encouraged small U.S. businesses to look into government services that might help with marketing and distribution information, and other areas. Masserman also suggested that U.S. cities should get more involved in promoting exports. One doing just that in Shanghai last week was Houston.? The No. 1 exporter among U.S. cities had a trade promotion group in Shanghai and Beijing last week that included executive vice mayor Andy Ichen.? Investment and trade flows between the two are expected to get a lift from a new Air China direct flight that started on July 11.? Chinese companies with subsidiaries in Houston include Sinopec, Cnooc Cnooc and Baosteel America. Two-way trade between China and the city was?$12.9 billion in 2012.

Yet Houston is also representative of the larger imbalance that the U.S. faces with China: its exports totaled $3.8 billion last year, while imports were a much bigger $9.1 billion. A tip of the hat to all?trying?to find sensible ways to do better. ?

    (AP) ? New Zealand authorities have triggered a global recall of up to 1,000 tons of dairy products across seven countries after dairy giant Fonterra announced tests had turned up a type of bacteria that could cause botulism.

    New Zealand's Ministry of Primary Industries said Saturday that the tainted products include infant formula, sports drinks, protein drinks and other beverages. It said countries affected beside New Zealand include China, Australia, Thailand, Malaysia, Vietnam and Saudi Arabia.

    Fonterra said its customers were urgently checking their supply chains.

    One New Zealand company has locked down five batches of infant formula and China is asking importers to immediately recall products.

    Fonterra is the world's fourth-largest dairy company, with annual revenues of about $16 billion.

    The news comes as a blow to New Zealand's dairy industry, which powers the country's economy. New Zealand exports about 95 percent of its milk.

    Consumers in China and elsewhere are willing to pay a big premium for New Zealand infant formula because the country has a clean and healthy reputation. Chinese consumers have a special interest after tainted local milk formula killed six babies in 2008.

    The Centers for Disease Control describes botulism as a rare but sometimes fatal paralytic illness caused by a nerve toxin.

    Fonterra said it has told eight of its customers of the problem, which dates back more than a year, and they were investigating whether any of the affected product is in their supply chains. Fonterra said those companies will initiate any consumer product recalls.

    At a news conference Saturday, Fonterra repeatedly refused to divulge the companies, countries or specific products affected. Gary Romano, the managing director of Fonterra's New Zealand milk products, said his company supplies raw materials to the eight companies and it is up to them to inform their consumers of what products might be tainted.

    The company did acknowledge its chief executive, Theo Spierings, planned to fly to China Saturday, in part to deal with the fallout from the botulism scare.

    New Zealand's Ministry for Primary Industries said Saturday that New Zealand company Nutricia had used some of the tainted product in its Karicare line of formula for infants aged over 6 months. Nutricia had locked down all five batches of infant formula it believed contained the tainted product, the ministry said. But it advised that parents should buy different Nutricia products or alternative brands until it verified the location of all tainted Nutricia products.

    China's product quality watchdog issued a statement urging importers of Fonterra dairy products to immediately start recalling the products.

    The General Administration of Quality Supervision, Inspection and Quarantine also told quality agencies around China to step up inspections of milk products from New Zealand.

    Romano said the problem was caused by unsterilized pipes at a Waikato factory. He said three batches of whey protein weighing about 42 tons were tainted in May 2012, adding that Fonterra has since cleaned the pipes.

    The New Zealand ministry says the tainted product has been mixed with other ingredients to form about 1,000 tons of consumer products worldwide.

    The company said in a release it identified a potential quality problem in March when a product tested positive for the bacteria Clostridium. Many strains of the bacteria are harmless, the company said, and product samples were put through intensive testing over the following months. It said that on July 31 it discovered the presence of a strain of the bacteria that can cause botulism.

    Romano said Fonterra hasn't received reports of anybody getting sick and added that the problem hasn't affected any fresh milk, yoghurt, cheese or long-lasting heat-treated milk.

    New Zealand's Ministry for Primary Industries said it was working with the company to investigate.

    Spierings, the chief executive, said in the release that food safety was the company's top priority.

    "We are acting quickly," he said. "Our focus is to get information out about potentially affected product as fast as possible so that it can be taken off supermarket shelves and, where it has already been purchased, can be returned."

    Earlier this year, Fonterra announced it had discovered trace amounts of the agricultural chemical dicyandiamide in some of its products, prompting a ban on the chemical's use on New Zealand farms.

    Rabobank's 2012 Global Dairy Top 20 report ranked Fonterra as the world's fourth-largest dairy company by revenue behind Nestl?, Danone and Lactalis. The company is a cooperative, partially owned by thousands of farmers.

    In 2011 the company collected 15.4 billion liters (4.1 billion gallons) of milk in New Zealand, representing about 90 percent of the country's total.

    In 2008, six babies in China died and another 300,000 were sickened by infant formula that was tainted with melamine, an industrial chemical added to watered-down milk to fool tests for protein levels. Fonterra at the time owned a minority stake in Sanlu, the now-bankrupt Chinese company at the center of the scandal.

    Duminy stars in South Africa win over Sri Lanka

    Sangakkara hit two boundaries in Morne Morkel's final over, but it was not enough to carry his team to victory.

    Morkel and Parnell finished with two wickets each.

    South Africa's Twenty20 captain Faf du Plessis was delighted by his team's win.

    "I am very chuffed and so proud of the boys," he said.

    "We were under pressure after the one-day series, but the team showed great character tonight.

    "The wicket was not easy to bat on, so I thought ours could be a good total. I told the boys that if we kept fighting, we could pull it off."

    Sri Lanka's Dinesh Chandimal said bad batting cost his team the match.

    "We bowled well, but then undid all the good work with some rash shots," he said.

    "But there are still two more games to go and we will look to come back strongly."

    David Miller (25) shared a fifth-wicket stand of 56 with Duminy after the Proteas slumped to 50-4 in the 11th over.

    Effects of ?Love Hormone? Differ Between Genders  New research provides biological proof that men and women have dissimilar agendas in social situations.

    Investigators from the University of Haifa found that oxytocin, sometimes called the ?love hormone,?? affects men and women differently in social contexts.

    Researchers discovered that oxytocin improves a man?s ability to identify competitive relationships whereas in women, it facilitates the ability to identify kinship.

    These findings are in agreement with previous studies on the social differences between the sexes: ?Women tend to be more communal and familial in their behavior, whereas men are more inclined to be competitive and striving to improve their social status,? said?Simone Shamay-Tsoory, Ph.D.

    Oxytocin is released in various social situations, and at?high concentrations during positive social interactions such as falling in love, experiencing an orgasm or giving birth and breastfeeding.

    In her previous researches,?Shamay-Tsoory discovered that the hormone is also released in our body during negative social interactions such as jealousy or gloating. In the current study, researchers tried to find out what effect oxytocin would have on women?s and men?s accurate perception of social interactions.

    Sixty-two men and women aged 20-37 years participated in the current research. Half of the participants received an intranasal dose of oxytocin while the other half received a placebo.

    After a week, the groups switched, with participants undergoing the same procedure with the other substance (i.e. placebo or oxytocin). Following treatment, video clips showing various social interactions were screened.

    Participants were asked to analyze the relationships presented in the clips by answering questions that focused mainly on identifying relationships of kinship, intimacy and competition.

    Participants were expected to base their answers, among other things, on gestures, body language and facial expressions expressed by the individuals in the clips.

    The results showed that oxytocin improved the ability of all the participants to better interpret social interactions in general.

    When the researchers examined the differences between the sexes they discovered that following treatment with oxytocin, men?s ability to correctly interpret competitive relationships improved, whereas in women it was the ability to correctly identify kinship that improved.

    Surprisingly, researchers discovered that the ?love hormone? doesn?t help women or men to better identify intimate situations.

    According to them, since the ability to correctly identify intimate situations was substantially low among all participants in the study, there is evidence that correctly identifying an intimate relationship between two people is intricate and complicated.

    ?Our results coincide with the theory that claims the social-behavioral differences between men and women are caused by a combination of cultural as well as biological factors that are mainly hormonal,? said?Shamay-Tsoory.

    AIKEN, S.C. (WRDW) -- Church members are picking up the pieces after someone broke in overnight and vandalized the building, stealing thousands of dollars worth of items in the process.

    The break-in happened at Redds Branch Baptist Church in Aiken.

    Detectives say someone broke into the sanctuary and stole laptops and parts of the sound system, among other items.

    The vandals also ransacked the church, breaking doors and windows.

    The pastor says it's sad someone would target a church.

    "When things like this happen, it really hurts because we have to make up the difference for this. We have to replace these items, and we have insurance, but still there are deductibles to be paid, and it hurts because that's money we could be using to help our community with," Pastor Gary Hanna.

    The church did not have surveillance cameras, so investigators are still looking for clues.

    Nearly 100 Animals Rescued from Squalor at Rural Homestead (Op-Ed)

    Wayne Pacelle is the president and chief executive officer of The Humane Society of the United States (HSUS). This Op-Ed first appeared on the blog A Humane Nation, where it ran before appearing in LiveScience's Expert Voices: Op-Ed & Insights.

    A few months back, The HSUS' Animal Rescue Team received a call from a law enforcement officer, Corporal Robert Alcon, of the Arkansas State Police, who'd discovered almost 100 animals in need of rescue in White County, Ark. Numerous animals were confined in a trailer on the property, while others were chained outside without shelter or shade. Many of the animals were suffering from respiratory problems, as well as skin, eye and ear conditions.

    Cpl. Alcon was determined to help, and described appalling conditions to The HSUS. Over the next several months, our team worked with him and his colleagues to put the pieces in place for a rescue. This included finding and setting up a temporary shelter where the animals could be housed and reaching out to local resources who might be willing to help with the case. Eventually, we lined up a shelter and garnered help from some excellent local and national partners, including Central Arkansas Rescue Effort for Animals, the Humane Society of Saline County and Red Rover.

    Seizure day revealed emotionally disturbing conditions for the responders. Many animals were living in filth, lacking basic needs like appropriate shelter from the elements, and often had no access to water. Our team reported the following from the field:

    "The day that we were in the field was excruciatingly hot, and many of the animals sat outside baking in the sun, desperate for relief. One tiny puppy seemed grateful for even a small lick of water from the top of a water bottle. . . . We removed the animals from the scene and transported them to our emergency shelter. Late that night, we tucked them into their new digs, and then returned the next morning to begin thorough veterinary exams. Even after one day, the animals' conditions were improving, and their kisses and wagging tails seemed to say 'thank you!'"

    State troopers served an arrest warrant on the property.

    The HSUS is ready and we're there. It's yet another instance of our team coming in to assist when a crisis situation exceeds the capacity of local humane and law-enforcement organizations to respond. It's a great example of the complementary work of local organizations with a national group like The HSUS.

    We're grateful for the collaboration demonstrated by local law enforcement and we so appreciate the tireless efforts of CARE, The Humane Society of Saline County and Red Rover.

    Thanks to this team effort, these animals have brighter days ahead.
