Recall Alert: 2013 Ford C-Max Hybrid

Ford is recalling 33,021 model-year 2013 versions of the C-Max Hybrid crossover due to a structural issue that poses a safety risk, according to the National Highway Traffic Safety Administration. The affected vehicles were manufactured from Jan. 19, 2012, through June 25, 2013, (check your vehicle's build date on a sticker on the driver-side doorjamb) and are not equipped with a panoramic sunroof. During testing, it "exceeded a head injury criteria requirement set by the standard. Thus, these vehicles fail to conform to Federal Motor Vehicle Safety Standard No. 201, 'Occupant Protection in Interior Impact,'" NHTSA said in a statement. This increases the risk of an injury during a crash. "Ford is not aware of any accidents or injuries related to this non-compliance," the automaker said in a statement. Ford will notify owners beginning Aug. 19, and dealers will install energy absorbers between the headliner and the roof for free. (AP) ? The gunman who went on a shooting rampage at a South Florida apartment complex was described as a quiet man who took his mother to doctor appointments, yet also someone who was known for getting into fights and yelling at his mom.

The conflicting portrayals of Pedro Vargas, 42, emerged as police tried to piece together why he set ablaze the apartment he lived in with his mother and then killed six people before police fatally shot him.

As the eight-hour standoff unfolded, horrified residents hunkered down in their homes, at times so close to the action that they could feel the gunfire or hear negotiations between the gunman and police, authorities and witnesses said Saturday.

As the rampaged winded down, Vargas held two people hostage at gunpoint for up to three hours in their apartment until a SWAT team entered and killed him, police said. The hostages were not hurt.

"Nobody seems to know why he acted the way he acted," said Lt. Carl Zogby, a spokesman with the Hialeah Police Department.

Detectives were investigating whether Vargas had any ongoing disputes with the building manager, as some residents believed. His mother was not home at the time of the shootings.

"He was a good son," said Ester Lazcano, who lived on the same floor as Vargas and his mother. "He'd take her in the morning to run errands" and to doctor appointments.

Lazcano said she was in the shower when she heard the first shots, and then there were at least a dozen more. "I felt the shots," she said.

Miriam Valdes, 70, was in a friend's apartment two doors down. She said she heard officers trying to convince Vargas to surrender.

She said the gunman first asked for his girlfriend and then his mother but refused to cooperate.

Valdes said Vargas was also known as a difficult person who sometimes got into fights and yelled at his mother.

"He was a very abusive person," she said. "He didn't have any friends there."

Police were called to the aging, five-story apartment building in Hialeah, a working class suburb a few miles northwest of downtown Miami, on Friday at 6:30 p.m. The first calls reported a fire, but when firefighters arrived, they heard shots and notified police, Zogby said.

Vargas, who has no known criminal record, set a combustible liquid on fire in his fourth-floor apartment. Building manager Italo Pisciotti, 79, and his wife, Camira Pisciotti, 69, saw smoke and ran to the unit, Zogby said. When they arrived, Vargas opened the door and fired, killing both.

Vargas then went back into his burning apartment and fired 10 to 20 shots from a 9mm pistol into the street. One of the bullets struck 33-year-old Carlos Javier Gavilanes, who was parking his car after returning home from work. Zogby said his body was found next to his vehicle.

The gunman then kicked his way into a third-floor apartment, where he shot to death Patricio Simono, 54; his wife Merly Niebles, 51; and their 17-year-old daughter. Family members said Simono worked at a car wash and Niebles cleaned hotel rooms. Their daughter wanted to be a nurse.

Agustin Hernandez, Niebles' brother-in-law, loaded several old pictures and other items from his relative's apartment in a grocery cart and into his car. One showed his teenage niece smiling in a red graduation gown. Another pictured his sister-in-law posing in a white dress and pearls.

A binder also from the apartment had pop artist Justin Beiber's name on the spine, presumably belonging to the teenage girl, who family members identified as Priscilla Perez.

Marcela Chavarri, director of the American Christian School, said the Perez was about to enter her senior year.

"She was a lovely girl," Chavarri said through tears. "She was always happy and helping her classmates."

All six people were killed in a short time span, Zogby said, and it's possible they were all dead by the time police arrived.

Officers and Vargas then engaged in an hours-long shootout and chase, with police following the gunman from one floor to the next.

"He kept running from us as he fired at us and we fired at him," Zogby said.

Several hours into the ordeal, Vargas forced his way into a fifth-story unit and held two people captive. Sgt. Eddie Rodriguez said negotiators and a SWAT team tried talking with him from the other side of the door.

Rodriguez said the talks eventually "just fell apart." Officers stormed the building, fatally shooting the gunman in an exchange of gunfire. Zogby said Vargas still had several rounds of ammunition when he was killed.

"He was ready to fight," Zogby said.

Steve Ballmer Admits Microsoft Built Too Many Surface RT Tablets

Microsoft CEO Steve Ballmer has admitted that the company built too many Surface tablets and that Windows device sales haven't been as strong as expected.

During an internal town hall event earlier this week, which was first reported by Neowin, both Ballmer and COO Kevin Turner talked on Microsoft's recent $900 million write-down on the Surface RT, which was caused in part by poor sales and too much stock.

"We built a few more devices than we could sell," said Ballmer, referring to weak Surface RT sales. The Microsoft CEO added that the recent 30% price reduction was required to improve sales.

If that wasn't bad enough, there was worse news in store for Microsoft. Ballmer went on to confirm that Windows 8 sales have also failed to reach the heights since launch.

"We're not selling as many Windows devices as we want to," added the chief exec, referring to phones, tablets and PCs.

There was one ray of light for both Microsoft and tablet fans, however. The Verge reports Ballmer confirmed Microsoft is testing new Surface tablets. Many believe that the Redmond giant is currently testing the new tablets with the Qualcomm Snapdragon 800 processor.

Renting a vacation home promotes a slower paced trip with less to stress over and more room to spread out. My kids favorite activity when we arrive at a new vacation rental? Hide and go seek (how better to get to know the place?).? For parents, vacation rentals provide relaxation: no need to unpack just to repack again in a few days. It?s easy to spend an entire week or more in one rental, saving on transportation to new destinations and restaurant meals, but the luxury of space sometimes leads to over-packing. Here?s what to bring (and what to leave at home) the next time you rent a house.

What to bring:

  1. 1.???? Bikes or skis. Depending on the season, you?ll have room at a vacation home for the full fleet of bikes or everyone?s skis. If you?ve rented equipment for a family in the past, you know what a cost savings this is!? Most vacation homes are in communities perfect for bike rides; let older kids explore the resort or neighborhood on their own, or plan an entire family ride.
  2. 2.???? Golf clubs. We love to golf, but often, we don?t have room for our clubs in our hotel room, and we don?t like leaving them in our car. We love vacation rentals with full garages or storage spaces to stash our clubs when we?re not using them.
  3. 3.???? Laundry detergent. You?ll want to take advantage of the full washer and dryer included in many vacation rental homes. Often, a sample packet will be included in your stay, but check to see if you?ll need to bring or buy more.
  4. 4.???? Groceries. Eat in! It?s cheaper and healthier in a vacation rental. For the best savings, shop in the last large town or city you pass through en route to your vacation destination (instead of in the resort). The only trick will be finding room in the car for the bags amid all the luggage!
  5. 5.???? Lawn games or board games. We love quiet evenings in our vacation rental, but need some activity, too. We research our property ahead of time to see if our rental includes a yard or acreage, and bring outdoor toys if so. If not, we always bring our favorite board games.

What to leave at home:

  1. 1.???? Bedding or sleeping bags. Thank goodness, you can leave the sleeping bags at home! We love that vacation homes come with all the bedding we need for our entire vacation.
  2. 2.???? Tips or cash for a valet. No paid parking at a vacation rental! Yes, you?ll have to bring your own luggage in, but you?ll also have a driveway to park in or a parking pass.
  3. 3.???? Paper or plastic dishes and cutlery. We love that vacation home kitchens are stocked with all the necessary plates and silverware. No need to waste money and resources on paper products.
  4. 4.???? Spices, seasonings, and kitchen accessories. It?s overwhelming enough to grocery shop for an entire vacation?s worth of meals. It?s nice to know it?s usually unnecessary to buy condiments, seasonings, and spices. Almost all vacation rentals we?ve experienced have had the above stocked.

MADISON (WITI) ? ?Wisconsin was selected to receive an additional $11 million in Race to the Top Early Learning Challenge education grants from the federal government.? This follows on the heels of Wisconsin?s $22.7 million award in 2012.

The state will use the award to continue to implement current programs being used to make advancements in our early childhood education system and further improve the access to quality early learning for our most vulnerable children.

Race to the Top Awards have been used to improve early childhood development, enhance teacher training, and increase parental involvement with the goal of having all Wisconsin children reading by the end of third grade.

The Department of Children and Families is the lead agency for the grant and will focus the funding to help YoungStar providers achieve higher star ratings through additional training, mentoring, and on-site coaching to develop innovations which improve family engagement in the early education of their children.

?We have to address the school readiness gap that exists between kids of different economic and racial backgrounds,? Department of Children and Families (DCF) Secretary Eloise Anderson said.? ?Making sure that families are engaged and ensuring educational standards are high is the key.? Governor Walker has recognized that educational reform at the toddler and small child level is critical to the future of Wisconsin.? These funds will help us ensure all children have the educational foundation that they will need in life.?

A broad coalition of state agencies collaborated to develop Wisconsin?s grant proposal which featured an ambitious reform agenda.? The plan builds on the state?s historic commitment to high quality early learning and development programs and incorporates recommendations made by the Governor?s Early Childhood Advisory County in its 2011 report to Governor Walker.
