In this day and age of Bluetooth music players and Pandora radio it is difficult to find a player that doesn?t look high-tech modern. Believe me I have tried the all and while each has its own merits I have discovered that only Grace Digital Audio marries music with style so beautifully.

Grace Digital Audio?sent me their Victoria Nostalgic unit to review and as you can see it is truly stunning. It looks reminiscent of an old radio which makes it perfect for any decor. I love the old world charm of it because it works really well in my living room. Although I must admit that it works pretty great in my bedroom as well. It connects very easily to my wireless internet and takes less than 30 seconds for it to come up and be ready to go.

I can play Pandora radio along with other music or even Podcasts. Pandora is what I use the most and while it does come with a remote there is also an app that allows me to control it from my phone. Not to mention all of the buttons work as well. Manifesto could provide 'rallying point' for disability movement ...

Four leading disabled people?s organisations (DPOs) are hoping a new manifesto will provide a ?rallying point? for the disability movement in the lead-up to the next general election.

A draft version of the Reclaiming Our Futures manifesto has been produced by Inclusion London, Disabled People Against Cuts (DPAC), the Alliance for Inclusive Education and Equal Lives (formerly Norfolk Coalition of Disabled People).

They hope as many disabled people and DPOs as possible will put their names to the manifesto, and use it to lobby politicians and campaign in the run-up to 2015.

And they hope the final version of the manifesto will allow the movement to develop a united voice, and fight back against the ?systematic and unprecedented level of attack? disabled people have faced under the coalition?s austerity measures.

But they also see their manifesto as an action plan for the government to ?live up to its responsibilities? to implement the UN Convention on the Rights of Persons with Disabilities (UNCRPD).

The draft manifesto stakes out policies in six key areas: inclusive education; independent living; access, inclusion and participation; work; welfare support and housing; and achieving ?real? co-production.

Among the policies, it calls for all disabled learners to have the right to attend courses in mainstream education; independent living legislation that fully implements the UNCRPD; and true portability of support.

It also calls for the Independent Living Fund to be saved from closure, and for the government to set up an independent living taskforce, as well as a co-produced review of care and support to flesh out the need for a new national care service.

The manifesto says social care should be free at the point of need, funded by general taxation, and with that funding ring-fenced, like the NHS.

Tracey Lazard, chief executive of Inclusion London, said the manifesto recognised the need for a ?fundamental shift? in social care, which ?should have the same priority as the health service?.

She said: ?By no means do we have all the answers but we think there is enough to point us in the direction that we should be going.

?The detailed mechanisms? That?s why we are calling for a review. But we know that social care cannot carry on being the poor relative of health.?

Other policies include a fully-accessible public transport system; a disability employment task force to review the provision of employment support; and user-led disability equality training for employers.

The manifesto also says there should be adequate and long-term core funding of DPOs to ensure ?meaningful, resourced and accessible co-production with disabled people and their organisations at a local, regional and national level on all issues affecting us?.

The four DPOs are also suggesting that both the hated ?fitness for work? test ? the work capability assessment (WCA) ? and the coalition?s new personal independence payment (PIP), should be scrapped.

They want to see PIP replaced with a new disability living benefit, co-produced with disabled people, and fitness for work determined instead by GPs and other health workers.

The draft version of the manifesto has now been put out for a short, three-week consultation that ends on 12 August.

The hope is that disabled people and DPOs will see the ?achievable, realistic? manifesto as an attempt to reclaim their rights.

The final version will be launched on 29 August, to coincide with the start of DPAC?s UK-wide Reclaiming Our Futures week of action.

Both the manifesto and the week of action came out of last September?s national conference, Rethinking Disability Equality Policy and Practice in a Hostile Climate, which was organised by the four DPOs.

Lazard said it would be a ?tough challenge? to unite the disability movement around a single manifesto.

But she said: ?We hope it is going to be a tool for the movement and DPOs and individuals to use with campaigning and lobbying in the lead-up to the next general election.

?It is an attempt to reclaim our rights and to start to look at the kind of life and society that we think is needed and wanted.?

She added: ?It is exciting and we hope it will be a kind of rallying point for the movement to gather around and to use, and we are very excited that it is being linked in with DPAC?s Reclaiming Our Futures week.?

WASHINGTON (AP) ? The Senate was ready to approve James Comey to be the next FBI director after a leading conservative ended procedural moves that were blocking the vote.

The abrupt change occurred after Kentucky Republican Sen. Rand Paul announced that the FBI had addressed questions he had about the agency's domestic use of drones.

Senate Majority Leader Harry Reid announced the change on the Senate floor on Monday. A vote was upcoming.

Triathlon races to all-time high in U.S

NEW YORK (Reuters) - Triathlons, the three-prong running, biking and swimming races, are more popular than ever in the United States and fitness experts say anyone who trains properly can complete one.

Runners hail the triathlon, which offers a whole body, cross training workout, as the new marathon.

"Triathlon is any multi-sport competition that has swimming, biking and running at different distances," said Emily Furia, who has been competing in the triathlons for more 10 years.

Participation in triathlons in the United States is at an all-time high, according to USA Triathlon, the sport's governing body in the United States. The group's membership has swelled from around 100,000 in 1998 to 550,446 last year. Anyone wanting to participate in any of its 4,300 races a year must be a member.

The Sports & Fitness Industry Association, a trade organization, estimates the total number of triathlon participants rose 59 percent from 2008 (1,251,000) to 2011 (1,992,000), according to the SFIA.

Furia, a senior editor at Bicycling magazine, said the phenomenon is a natural outgrowth of the rise of other endurance sports, such as marathons and long-distance cycling.

"I personally don't do the Ironman," Furia said of the challenging, long-distance triathlon, which includes a full marathon run. "But competition isn't why a lot of people get involved."

There are many types of triathlons, ranging from the easiest, known as the sprint, to the most challenging - the Ironman.

Furia said many people can accomplish the most popular, the sprint triathlon, which includes an approximately 1640-foot (500-metre) swim, 12-mile bike ride and 3-mile run, "with a huge sense of accomplishment."

More challenging is the Olympic distance, typically a 0.9-mile (1.5km) swim, 25-mile bike ride and 6.2-milerun, which became an Olympic sport in 2000.

The Ironman race, with a (2.4 mile swim, 112 mile bike ride and 26.2 mile run), is the most challenging.

"We're trying to attract individuals who thought they couldn't do it," said USA Triathlon spokesperson Chuck Menke, whose organization also sanctions events where the focus is fun rather than competition.

"We believe you should prepare and train but we also believe anyone can do it," he said.

Dr. Mark Kelly, an exercise physiologist with the American Council on Exercise, said the multi-sport training can reduce overuse injuries by not stressing one body part too much.

"Swimming gets upper body and some core, cycling is leg strengthening, and running, the most common, has some pounding on the joints," he said. "Cross-training has interesting benefits and it's fun because of the variety alone."

Kelly emphasized that preparation and pacing are the keys to success.

"You should really know those distances and have as few surprises as possible," he said. "And you really need to practice that bike-to-run transition, especially with the legs, it can be a rude awakening."

Chicago-based trainer Kai Karlstrom helps clients at Equinox fitness centers gear up for their first triathlon.

The transition, he agrees, is an art in itself. But the open water swim is where the novice is most likely to fail.

"People practice in a pool with lane lines," he said, a necessity when training for a summer sport in a Chicago winter. "In open water there's no lane line. If they don't practice open water sighting, they'll zigzag and swim almost twice as much they need to."

People are motivated to train for a triathlon, he added, because at the end of it they can show off what they've learned.

"It's as simple as finishing it, beating your time, sharing the camaraderie," he said.

Furia advises newcomers to put extra training time into their weakest sport and on race day to push hardest with the best.

"In other words," she said. "Train your weakness, race your strength."

Ford is recalling 33,021 model-year 2013 versions of the C-Max Hybrid crossover due to a structural issue that poses a safety risk, according to the National Highway Traffic Safety Administration. The affected vehicles were manufactured from Jan. 19, 2012, through June 25, 2013, (check your vehicle's build date on a sticker on the driver-side doorjamb) and are not equipped with a panoramic sunroof. During testing, it "exceeded a head injury criteria requirement set by the standard. Thus, these vehicles fail to conform to Federal Motor Vehicle Safety Standard No. 201, 'Occupant Protection in Interior Impact,'" NHTSA said in a statement. This increases the risk of an injury during a crash. "Ford is not aware of any accidents or injuries related to this non-compliance," the automaker said in a statement. Ford will notify owners beginning Aug. 19, and dealers will install energy absorbers between the headliner and the roof for free. (AP) ? The gunman who went on a shooting rampage at a South Florida apartment complex was described as a quiet man who took his mother to doctor appointments, yet also someone who was known for getting into fights and yelling at his mom.

The conflicting portrayals of Pedro Vargas, 42, emerged as police tried to piece together why he set ablaze the apartment he lived in with his mother and then killed six people before police fatally shot him.

As the eight-hour standoff unfolded, horrified residents hunkered down in their homes, at times so close to the action that they could feel the gunfire or hear negotiations between the gunman and police, authorities and witnesses said Saturday.

As the rampaged winded down, Vargas held two people hostage at gunpoint for up to three hours in their apartment until a SWAT team entered and killed him, police said. The hostages were not hurt.

"Nobody seems to know why he acted the way he acted," said Lt. Carl Zogby, a spokesman with the Hialeah Police Department.

Detectives were investigating whether Vargas had any ongoing disputes with the building manager, as some residents believed. His mother was not home at the time of the shootings.

"He was a good son," said Ester Lazcano, who lived on the same floor as Vargas and his mother. "He'd take her in the morning to run errands" and to doctor appointments.

Lazcano said she was in the shower when she heard the first shots, and then there were at least a dozen more. "I felt the shots," she said.

Miriam Valdes, 70, was in a friend's apartment two doors down. She said she heard officers trying to convince Vargas to surrender.

She said the gunman first asked for his girlfriend and then his mother but refused to cooperate.

Valdes said Vargas was also known as a difficult person who sometimes got into fights and yelled at his mother.

"He was a very abusive person," she said. "He didn't have any friends there."

Police were called to the aging, five-story apartment building in Hialeah, a working class suburb a few miles northwest of downtown Miami, on Friday at 6:30 p.m. The first calls reported a fire, but when firefighters arrived, they heard shots and notified police, Zogby said.

Vargas, who has no known criminal record, set a combustible liquid on fire in his fourth-floor apartment. Building manager Italo Pisciotti, 79, and his wife, Camira Pisciotti, 69, saw smoke and ran to the unit, Zogby said. When they arrived, Vargas opened the door and fired, killing both.

Vargas then went back into his burning apartment and fired 10 to 20 shots from a 9mm pistol into the street. One of the bullets struck 33-year-old Carlos Javier Gavilanes, who was parking his car after returning home from work. Zogby said his body was found next to his vehicle.

The gunman then kicked his way into a third-floor apartment, where he shot to death Patricio Simono, 54; his wife Merly Niebles, 51; and their 17-year-old daughter. Family members said Simono worked at a car wash and Niebles cleaned hotel rooms. Their daughter wanted to be a nurse.

Agustin Hernandez, Niebles' brother-in-law, loaded several old pictures and other items from his relative's apartment in a grocery cart and into his car. One showed his teenage niece smiling in a red graduation gown. Another pictured his sister-in-law posing in a white dress and pearls.

A binder also from the apartment had pop artist Justin Beiber's name on the spine, presumably belonging to the teenage girl, who family members identified as Priscilla Perez.

Marcela Chavarri, director of the American Christian School, said the Perez was about to enter her senior year.

"She was a lovely girl," Chavarri said through tears. "She was always happy and helping her classmates."

All six people were killed in a short time span, Zogby said, and it's possible they were all dead by the time police arrived.

Officers and Vargas then engaged in an hours-long shootout and chase, with police following the gunman from one floor to the next.

"He kept running from us as he fired at us and we fired at him," Zogby said.

Several hours into the ordeal, Vargas forced his way into a fifth-story unit and held two people captive. Sgt. Eddie Rodriguez said negotiators and a SWAT team tried talking with him from the other side of the door.

Rodriguez said the talks eventually "just fell apart." Officers stormed the building, fatally shooting the gunman in an exchange of gunfire. Zogby said Vargas still had several rounds of ammunition when he was killed.

"He was ready to fight," Zogby said.

Steve Ballmer Admits Microsoft Built Too Many Surface RT Tablets

Microsoft CEO Steve Ballmer has admitted that the company built too many Surface tablets and that Windows device sales haven't been as strong as expected.

During an internal town hall event earlier this week, which was first reported by Neowin, both Ballmer and COO Kevin Turner talked on Microsoft's recent $900 million write-down on the Surface RT, which was caused in part by poor sales and too much stock.

"We built a few more devices than we could sell," said Ballmer, referring to weak Surface RT sales. The Microsoft CEO added that the recent 30% price reduction was required to improve sales.

If that wasn't bad enough, there was worse news in store for Microsoft. Ballmer went on to confirm that Windows 8 sales have also failed to reach the heights since launch.

"We're not selling as many Windows devices as we want to," added the chief exec, referring to phones, tablets and PCs.

There was one ray of light for both Microsoft and tablet fans, however. The Verge reports Ballmer confirmed Microsoft is testing new Surface tablets. Many believe that the Redmond giant is currently testing the new tablets with the Qualcomm Snapdragon 800 processor.

What to bring:

  1. 1.???? Bikes or skis. Depending on the season, you?ll have room at a vacation home for the full fleet of bikes or everyone?s skis. If you?ve rented equipment for a family in the past, you know what a cost savings this is!? Most vacation homes are in communities perfect for bike rides; let older kids explore the resort or neighborhood on their own, or plan an entire family ride.
  2. 2.???? Golf clubs. We love to golf, but often, we don?t have room for our clubs in our hotel room, and we don?t like leaving them in our car. We love vacation rentals with full garages or storage spaces to stash our clubs when we?re not using them.
  3. 3.???? Laundry detergent. You?ll want to take advantage of the full washer and dryer included in many vacation rental homes. Often, a sample packet will be included in your stay, but check to see if you?ll need to bring or buy more.
  4. 4.???? Groceries. Eat in! It?s cheaper and healthier in a vacation rental. For the best savings, shop in the last large town or city you pass through en route to your vacation destination (instead of in the resort). The only trick will be finding room in the car for the bags amid all the luggage!
  5. 5.???? Lawn games or board games. We love quiet evenings in our vacation rental, but need some activity, too. We research our property ahead of time to see if our rental includes a yard or acreage, and bring outdoor toys if so. If not, we always bring our favorite board games.

What to leave at home:

  1. 1.???? Bedding or sleeping bags. Thank goodness, you can leave the sleeping bags at home! We love that vacation homes come with all the bedding we need for our entire vacation.
  2. 2.???? Tips or cash for a valet. No paid parking at a vacation rental! Yes, you?ll have to bring your own luggage in, but you?ll also have a driveway to park in or a parking pass.
  3. 3.???? Paper or plastic dishes and cutlery. We love that vacation home kitchens are stocked with all the necessary plates and silverware. No need to waste money and resources on paper products.
  4. 4.???? Spices, seasonings, and kitchen accessories. It?s overwhelming enough to grocery shop for an entire vacation?s worth of meals. It?s nice to know it?s usually unnecessary to buy condiments, seasonings, and spices. Almost all vacation rentals we?ve experienced have had the above stocked.

MADISON (WITI) ? ?Wisconsin was selected to receive an additional $11 million in Race to the Top Early Learning Challenge education grants from the federal government.? This follows on the heels of Wisconsin?s $22.7 million award in 2012.

The state will use the award to continue to implement current programs being used to make advancements in our early childhood education system and further improve the access to quality early learning for our most vulnerable children.

Race to the Top Awards have been used to improve early childhood development, enhance teacher training, and increase parental involvement with the goal of having all Wisconsin children reading by the end of third grade.

The Department of Children and Families is the lead agency for the grant and will focus the funding to help YoungStar providers achieve higher star ratings through additional training, mentoring, and on-site coaching to develop innovations which improve family engagement in the early education of their children.

?We have to address the school readiness gap that exists between kids of different economic and racial backgrounds,? Department of Children and Families (DCF) Secretary Eloise Anderson said.? ?Making sure that families are engaged and ensuring educational standards are high is the key.? Governor Walker has recognized that educational reform at the toddler and small child level is critical to the future of Wisconsin.? These funds will help us ensure all children have the educational foundation that they will need in life.?

A broad coalition of state agencies collaborated to develop Wisconsin?s grant proposal which featured an ambitious reform agenda.? By reducing human thought and behavior to colorful images of excited neurons, neuroscientists have turned brain scans into brain scams, write psychiatrist Satel and psychologist Lilienfeld. The argument that thinking involves more than brain activity is not new, but the authors give it an up-to-date, provocative treatment.

Satel and Lilienfeld take aim at functional MRI scans that have been used by researchers and media to claim that specific brain areas represent the seats of love, hate and other human experiences. At best, the authors say, these scans detect a fraction of brain activity that occurs when people perform mental tasks. Such brain measures can neither fully predict nor explain people?s thoughts and feelings, they assert.

That hasn?t dimmed the cultural appeal of research that explains desires and actions as products of the brain that have little or nothing to do with personal responsibility or free will. One offshoot of brain-centered science is the burgeoning business of neuromarketing, in which advertising consultants use fMRI and brain wave data to tell Google, Facebook and other companies ? for a price ? whether consumers will buy or ignore new products. Brain data may eventually identify attention-grabbing products, Satel and Lilienfeld suggest, but there?s no evidence that neural information reveals people?s product preferences.

The authors similarly challenge popular arguments that the brain controls drug addiction, criminal activities and moral reasoning. Their skepticism does not extend to psychology, though; they uncritically accept the controversial idea, now in vogue, that people typically make decisions with error-prone, split-second intuitions and occasionally opt for more accurate, logical deliberations. But that?s a topic for another book.

Wash. Post columnist applauds Kerry's diplomacy at Israel's expense

David Ignatius, a Washington Post foreign affairs columnist, pens a highly laudatory piece about Secretary of State John Kerry's Mideast diplomacy in the paper's July 25 edition ("The tenacious diplomat," page A19).

Unlike other observers, who think Kerry is on a fool's errand with his top-priority emphasis on brokering an Israeli-Palestinian peace agreement, Ignatius sees steady progress by the secretary in getting the two sides to resume negotiations.

In Ignatius" view, Kerry is to be commended for his "stubborn pursuit" of a peace deal, and readers can be assured that "he understands that the Israeli-Palestinian issue remains the tent pole in Middle East diplomacy."

But specifically, why is Ignatius so bullish about Kerry?? As Exhibit A, Ignatius writes that Kerry "has gotten the two sides to agree on initial confidence-building measures -- the Israelis will agree to release a significant number of Palestinian prisoners who were arrested before the 1994 Oslo agreement; Palestinian leader Mahmoud Abbas has said that the roughly 100 prisoners are a crucial issue for him."

And what is Israel getting in return of equal value?? "The Palestinians, in exchange, have agreed to forgo for at least six months playing their trump card, which is taking statehood to the United Nations."

If this is supposed to be Kerry's idea of gaining trust of ?both sides, both Ignatius and our primo U.S. diplomat are trying to pull the wool over Israel and its supporters.? The egregious imbalance between the Palestinians' quid and Israel's quo is glaringly obvious.

Under this supposed initial Kerry success, the Palestinians would gain permanent freedom for some 100 terrorist killers so they can again attack Israelis.? Such recidivism has been amply demonstrated among the 1,000 Palestinian prisoners Israel let loose to get back Israel's abducted soldier, Gilad Shalit.

In sharp contrast, Israel would get absolutely nothing of permanent value -- only a vague Palestinian promise to wait six months before pursuing statehood support at the United Nations.? Even assuming that Abbas would keep his promise, the Palestinians would be free to engage in more mischief at the U.N.

A hundred Palestinian prisoners sprung loose for a dubious Abbas pledge with a six-month termination clause.??That's Ignatius's idea of reciprocity in Israeli and Palestinian confidence-building measures.?

But that's not Kerry's only diplomatic feat on the Israeli-Palestinian front applauded by Ignatius.? As his second exhibit, Ignatius trots out an Arab League peace plan based on 1967 lines with "border swaps."? And, Ignatius adds, to sweeten this marvelous deal, "the Arab League renewed its promise of eventual recognition of Israel."

On closer reading, however, this Arab initiative again is anything but reassuring.? In fact, it's a backdoor way of eliminating the Jewish state altogether.? For one thing, the Arab plan calls for a "right of return" to Israel of millions of Palestinian refugees and their descendants -- a demographic death-knell that Ignatius somehow misses.? And for another thing, the 1967 lines, even with border swaps, would leave Israel dangerously exposed to another intifada.? It's not for nothing that Abba Eban, Israel's former foreign minister, called them "Auschwitz lines."

Caveat Israel -- Ignatius and John Kerry bring some very toxic gifts to the table.

No Military Chaplains for Humanists, Says Congress

House lawmakers late Tuesday (July 23) approved an amendment to a Pentagon spending bill to prevent the appointment of nonreligious military chaplains.

The amendment, sponsored by Rep. John C. Fleming, R-La., requires that only religious organizations be permitted to endorse chaplains for the military.

?The amendment holds the military to its current standards on endorsing agencies, which must be recognized religious and faith-based organizations,? said Fleming?s spokesman, Doug Sachtleben.

Obama says GOP opposition to debt limit 'deadbeat'

JACKSONVILLE, Fla. (AP) ? Casting House Republicans as stubborn deadbeats, President Barack Obama sought Thursday to discredit House Republicans in upcoming fiscal fights by painting them as roadblocks to a thriving middle class.

With Obama and Congress approaching all-too-familiar showdowns over spending levels and the nation's borrowing limit, Obama used a visit to a seaside port in Florida to argue that the nation's economic agenda should be immune to the partisan backbiting he faulted Republicans for instigating.

"Shutting down the government just because I'm for keeping it open ? that's not an economic plan," Obama said, wiping sweat from his face in a muggy port warehouse. "Threatening that you won't pay the bills in this country, when we've already racked up those bills, that's not an economic plan ? that's just being a deadbeat."

In the last of three stops on a two-day tour to reframe his broad economic vision for the nation, Obama pitched the need for enhanced American infrastructure at this port and others across the country ? and for better roads, bridges and power grids. But while he touted his efforts to streamline permitting, the president offered no new proposals for how Americans and their leaders could accelerate a lethargic economic recovery.

Obama warned that if Republicans continue with their "my way or the highway attitude," dire consequences could await for Americans. He encouraged voters to use next month's congressional recess to tell Republicans who'll be in their home districts that gridlock is unacceptable. "It could plunge us back into financial crisis," the president said.

Senate Minority Leader Mitch McConnell, R-Ky., questioned the point of Obama's big push in a speech on the Senate floor Thursday. "At some point, campaign season has to end and the working-with-others season has to begin," McConnell said. "At some point, you have to stop promising an 'ocean of tomorrows' and start actually working with the representatives of the people."

Obama praised Senate Republicans for being willing to compromise on issues like immigration, then drew a distinction with House Republicans, whom he repeatedly accused of bringing the economy to the brink. But Obama, too, at times has taken an uncompromising approach with ultimatums that force his opponents to give in or no deal. He's refused to consider any budget that includes the across-the-board, automatic spending cuts known as the sequester that went into effect in March.

The 2011 battle between Obama and House Republicans over raising the government's borrowing limit brought the nation close to default and resulted in a hard-fought budget deal. Obama says he won't be bullied on the debt ceiling again, but many in Washington believe the need to increase the borrowing cap later this year will prompt some kind of budget bargain.

A new poll by the Pew Research Center shows that pessimism about the economy remains widespread. The poll conducted last week found that 82 percent of Americans think the economy is in fair or poor condition and 67 percent are dissatisfied with the way things are going in the U.S. today. Forty-four percent think it will be a long time before the nation's economy recovers, while only 28 percent say it's currently recovering. The poll had a margin of error of plus or minus 3 percentage points.

Even among Democrats, just 38 percent think the economy is recovering. But there are signs of slow improvement: The housing market is recovering, the stock market is booming, and unemployment is falling despite remaining uncomfortably high at 7.6 percent.

After a examining the port's giant cranes used to lift shipping containers onto ships, Obama spoke to a few hundred workers in the sweltering warehouse. He lamented that the U.S. was lagging behind China and Germany on fixing infrastructure and said that's why he's working to speed up the federal permitting process.

"The businesses of tomorrow are not going to locate near outdated roads and old ports," he said. Improvements to the port so more supertankers can come in would mean more workers spending more money at restaurants so that the waitress serving them, for example, can spend more money on an iPod, he said.

In making his plea for more spending on public works projects, the president is also relying on support from corporate leaders whose businesses either benefit from government financed construction or rely on up-to-date transportation systems to move their products. The U.S. Chamber of Commerce has been pressing Congress for greater spending on infrastructure and has allied itself with the president's effort, but in a statement Wednesday, chamber President Thomas Donohue also put some distance with Obama by saying such a public works initiative must be tied to less regulation, lower taxes and less overall government spending.

"The president correctly underscored the importance of infrastructure, education and immigration to our economic future," Donohue said. "But in order to grow and create lasting private sector jobs, we must have more economic freedom and while reining in government spending, taxes and debt."

The visit also marked Obama's first to the state since the acquittal of George Zimmerman, the man charged in the death of Florida teenager Trayvon Martin. The case has generated a painful, nationwide debate about racial prejudice, but Obama didn't mention the case in his public remarks.

The broad economic themes Obama illustrated Thursday will be followed up in the coming weeks by another series of speeches drilling down on key sectors such as manufacturing, education, housing, retirement security and health care. Advisers say some of those speeches will contain more specific policy proposals, both for legislation and executive action Obama can take without congressional approval.

The first of those addresses was to come Tuesday, when Obama will travel to Chattanooga, Tenn., to promote American competitiveness at an Amazon fulfillment center, which packs and ships products to online purchasers. The White House said some new policy ideas will be unveiled during that visit.

Apple hits three-year low in smartphone marketshare, shipment figures reveal

Fresh reports on the state of the cellphone market during Q2 2013 have blown through the barn door, and industry analysts are flaunting some fairly impressive figures. Smartphones have outsold their less-intelligent brethren for the second quarter in a row, and Strategy Analytics says shipments hit a record-breaking 237.9 million. According to IDC, Samsung managed to ship a total of 72.4 million smartphones during Q2 -- a 43.9% boost year-over-year -- with help of the Galaxy S 4 and price cuts to the GS3. To put that in perspective, that's more than double the 31.2 million iPhones Apple managed to ship, and Strategy Analytics claims this marks a three-year low in Cook and Co.'s marketshare. While LG and ZTE each occupy third and fifth place, respectively, Lenovo pushed Huawei out of the number four slot by sending out 11.3 million handsets. (AP) ? Pope Francis' decision to shun a major security detail for his visit to Brazil exemplifies his view of what the Roman Catholic Church should be doing: Go out into the streets. Spread the faith. Recapture the dynamism that other denominations have been using to snap up souls.

Upon his arrival in Rio de Janeiro this week, that philosophy helped produce a defining vignette of his young papacy: The pope rolling down the window to touch the adoring crowds who surrounded his Fiat as his driver and bodyguards struggled to get him on his way.

His call for a more missionary church, seeking out the faithful in the most marginal of places, will get even more traction Thursday when he visits one of Rio's shantytowns, or favelas, and meets a family inside their home. But while his subordinates may appreciate that message, many are uneasy about the lengths he seems willing to go to deliver it.

"He's used that phrase that we have to get out to the streets, we can't stay locked up in our sacristies, we can't be navel-gazing all the time," U.S. Cardinal Timothy Dolan said in interview Tuesday in Rio de Janeiro.

Dolan, however, expressed concern over Monday's swarm and said security might need to be tightened for Francis' own good.

"I love him and I don't want another conclave. We just finished one so we don't need him to be hurt at all," Dolan said.

Francis' car was mobbed after the lead car in his motorcade made a wrong turn and got blocked by buses and taxis, enabling tens of thousands of frenzied Brazilians to surround him. But even along the planned route, there were few fences and no uniformed police or armed forces, as would be expected for a visiting head of state. Just a few dozen plainclothes Vatican and Brazilian security officers trotted alongside Francis' car, at times unable to keep the crowds at bay.

Top Vatican officials met Tuesday with senior Brazilian officials to go over the pope's security and made some changes: On Wednesday, Francis will use only the closed car when he travels in Rio to a hospital to meet with patients, rather than switch to the open-air car midway through as had been planned.

The Vatican spokesman, the Rev. Federico Lombardi, insisted the change was taken merely to "simplify" the pope's travel and was not a reflection of increased concern about his safety.

Brazilian security officials defended their handling of the pope's tour through Rio, saying Tuesday that an evaluation of his arrival by federal police, the mayor's office and highway police was "positive, since there was no incident involving the pope or with any of the faithful."

Authorities in Brazil said earlier that about 10,000 police officers and more than 14,000 soldiers would take part in the overall papal security plan, but on Monday virtually no uniformed officers were seen.

Andreas Widmer, a former Swiss Guard who protected Pope John Paul II from 1986 to 1988, said the scenes from Rio were reminiscent of some of the more hair-raising trips John Paul took, even after he was wounded in a 1981 assassination attempt in St. Peter's Square. He sees it as part of the pontiff's job.

"Fundamentally one has to see that the pope is not like a president," Widmer said Tuesday in a telephone interview from Boston. "You can shut the president in a house and he never sees any normal people. The pope's office is a ministry, and a ministry cannot be impeded by security."

"You cannot be pope and not see people," Widmer said.

Sao Paulo Cardinal Odilo Scherer said that "nothing happened when the pope was stuck in traffic" and that "we shouldn't exaggerate the psychosis of security" when it comes to protecting the pope.

It is Francis' wish that his security not be "militarized," Lombardi said.

Francis stopped to kiss babies and shake hands thrust into the window of his car, and once he reached Rio's center, he switched to his open-air vehicle and drove right back into the crowds.

The moment was particularly unnerving in light of sometimes violent anti-government protests that have been going on across Brazil for a month. It also was embarrassing for security officials who are charged with keeping order during next year's World Cup and the 2016 Olympics.

"I was so surprised!" said the Rev. Joseph Tan, a priest from the Philippines who echoed the reaction of many in Rio for the papal visit.

"In the Philippines, people would have gathered to get a glimpse, but nothing like what we saw," Tan said. "But that's the pope's personality. He was just being himself."

Francis was dubbed the "slum pope" in his native Argentina for the amount of time he spent in dangerous areas while he was archbishop there. And in a speech that some say helped get him elected pope, then-Cardinal Jorge Mario Bergoglio told colleagues that the church must "move toward the peripheries, not only geographic but also existential."

Francis is in Brazil for World Youth Day, a church event that takes place about every three years and brings together young Catholics from around the world.

A cold rain Tuesday night didn't stop upward of 500,000 faithful from gathering on Rio's Copacabana beach to mark the event. Clergy celebrated the opening Mass on a huge white stage covered with a bright red carpet as the crowd held aloft flags from dozens of nations.

But Rio's woes didn't stop: The city's main subway lines ground to a halt for two hours, just before the Mass. Officials said an energy cable snapped in a main station.

The pope had no public events Tuesday. On Wednesday, he travels to Aparecida, where the governor said 1,800 police will provide security. Plans are for Francis to use his open-air popemobile for the one-kilometer (half-mile) trip from a helipad to the Aparecida basilica, where he'll celebrate Mass.

He's traveling to the town to venerate the Virgin of Aparecida, Brazil's patron saint. About 200,000 faithful are expected to pack into the normally sleepy hamlet, where Francis is expected to greet crowds from a balcony.

Francis normally uses the open-air vehicle in St. Peter's Square, which is ringed with Vatican and Italian police, and where the faithful are fenced into pens as bodyguards trail him. And despite the change to a closed car for the pope's Wednesday drive in Rio, church officials gave no indication of any shift away from his plan to use the open popemobile in substantially less controlled conditions this week: at a welcome speech on Copacabana beach Thursday, a Way of the Cross procession Friday, and a weekend vigil and Mass in a rural part of Rio.

Lombardi said the pontiff decided not to use his bulletproof popemobile at those events so he could be closer to people and interact with them.

Security experts said the scene on Rio's streets Monday show how challenging it is to strike the right balance in protecting the outgoing pope.

"From the point of view of a head of state, and the pope is a head of state, it's unacceptable what happened," said Paulo Storani, a Rio-based security consultant who spent nearly 30 years on the city's police force and was a captain in an elite unit used to clear out slums. "On the other hand, in the case of a head of a church and having a charismatic figure like this pope, the situation is different because he wants to be close to the people."

Ignacio Cano, a researcher at the Violence Analysis Center at Rio de Janeiro State University, said that although authorities would like to surround the pope with protection, that "goes against the message he wants to impart, which is one of simplicity, openness and approximation."

After weeks of anticipation, the Duchess of Cambridge has gone into labor with Britain?s future monarch, pushing a long summer of frenzy around the royal baby to its zenith. The baby will be the queen?s third great-grandchild and the third in line for the British throne.

Embattled journalists, weary from weeks of camping outside of St. Mary?s Hospital in London ? where Kate Middleton is now in the early stages of labor ? have sprung to attention today for the long-awaited birth. And according to Agence France-Presse, they?ve been joined by mobs of enthusiastic royalists, some of whom have traveled from other parts of the Commonwealth to witness the birth.

"We've been getting updates every morning on Canadian TV and it's great to see that it's a worldwide affair, that everyone's curious about what's happening," said David Wyatt from Toronto, who was holidaying in London with his wife and three young daughters.

"We were wondering whether we were going to be here in London when it happened, and it's wonderful. My family were empire loyalists in Canada and my father's from England. We're proud Canadians."

Elsewhere, crowds of hungry spectators and reporters have assembled outside Buckingham Palace to watch for news of the baby, according to the Telegraph. As tradition has it, royal babies? births are announced by a messenger who tacks a piece of paper confirming the baby?s weight, gender, and time of birth onto an easel outside the queen?s official residence.

But the enthusiasm is not limited to London. The Twittersphere is ablaze with talk of the birth, with #RoyalBaby, Kate Middleton, and the queen all trending.

London Olympics bosses received ?2.8million in pay-offs despite knowing their jobs would end after the 2012 Games.

All 144 people who left the Olympic Delivery Authority last year received redundancy pay as the agency is being wound down.

Four executives received ?261,000 in exit payments after leaving within months of the closing ceremony last summer.

In response to questions about the use of public money for the redundancy pay-outs, the ODA said the payments were necessary as senior staff had given up secure long-term jobs elsewhere to organise London 2012.

Chief executive Dennis Hone was paid ?80,000 plus ?373,000 for his pension, when he was made redundant in March, the agency?s financial figures show.

The annual reports and accounts note that Mr Hone was entitled to receive statutory redundancy pay and a terminal bonus equivalent to 60 per cent of his salary as part of his employment rights.

It said: ?The remuneration committee decided to award a terminal bonus of 49 per cent of his salary and to defer 50 per cent of the bonus until the successful completion of the sale of East Village to QDD.?

Mr Hone was hired shortly after his redundancy as chief executive of the London Legacy Development Corporation.

The ODA?s director of transport, Hugh Sumner, received ?73,000 in exit payments, while director of venues and infrastructure Simon Wright was paid ?72,000.

An ODA spokesman said London 2012 had been a ?unique and challenging project and a great British success story?.

He said: ?We needed to recruit and pay for the best talent from the private and public sectors, requiring people in many cases to give up secure long-term jobs elsewhere, with no certainty of the project?s success or getting a?job after the Games.

?The exit payments for staff other than Dennis Hone comprise only ? and are limited to ? statutory redundancy pay, any leave they were unable to take before their employment ended, and, where appropriate, payment in lieu of notice.

?Like other staff, Dennis Hone received performance-related pay, but this was far from guaranteed and was measured against tough performance criteria.?

A spokesman added that the staff were employed on permanent contracts because it was not known for how long after the Games their services would be needed ? and so a fixed-term contract could not be issued.

The ODA will be wound up in 2014.

On Friday, a report for the UK Trade and Investment department suggested the Olympics resulted in a ?9.9billion boost for the economy.

How to Tackle Debt When You Have Both Student Loans and Credit Cards

Many of us carry both student loan debt and credit card debt. As a society, our indebtedness is deep: collectively, we owe over $1 trillion for student loans and over $850 trillion on credit cards. If we were to break that down further, the average credit card debt is approximately $15,000, and the average student loan debt is around $32,000. These numbers are sobering, especially at the individual level.

While each person?s situation regarding student loans and credit card debt is different, it can be challenging to figure out what to pay off first when you have both types of debt. There are pros and cons to paying off one or the other first.

Should You Pay Off Student Loans First?

Student loans are sometimes thought of as ?good debt? because they are considered to be an investment in oneself. Higher education has been shown to lead to higher paying jobs, and that has been true even in this current recession, where college graduates are outpacing high school graduates in rates of employment. But that doesn?t necessarily help the student loan borrower when they?re facing a mountain of student loan debt.

Here?s what student loan borrowers need to know: student loans have several advantages that may actually lead you to consider paying off other types of debt first. Although the amounts involved with student loans are quite intimidating and high, they are considered installment loans by the credit agencies, which means they won?t impact your score as much as credit card debt. In fact, if you choose to defer or put your loan into forbearance, it will not hurt your credit score.

One little-known fact about installment loans is that if you choose to pay them off early, that may actually hurt you. A student loan payment is a regular monthly payment, and lenders do not have the ability to add on risk or credit. When you pay off a student loan early, they are missing out on the interest and your credit score may go down slightly if this is the only installment loan you have on your debt profile. On the other hand, the psychological relief of paying off your student loan may more than make up for it.

Interest rates for student loans are also lower than most credit cards. The federal student loan interest rates for subsidized Stafford loans recently went up from 3.4% to 6.8%. But still, most student loan interest rates are lower than credit card interest rates. Just keep in mind that credit card debt can be forgiven while student loans can usually not be forgiven or discharged through bankruptcy.

Should You Pay Off Credit Cards First?

For many lenders, credit cards are considered ?bad? debt, since they are most often used to purchase consumer goods and experiences rather than making investments in the future that could conceivably help raise your income.

Credit cards are more flexible than student loans in that you can add on more debt. They provide flexibility for emergencies, but this comes at a cost with generally higher interest rates.

The best thing to do with credit card debt is to pay it off as quickly as possible, but if the funds are not available, pay the minimum amount every month to avoid expensive late charges. Consider the finance fees on your balance to be an incentive to pay off your monthly balance.

Depending on your credit card, interest rates can be as high as 20% (or higher), making it a no-brainer to pay this off first compared to a student loan. And unlike student loans, if you are able to make regular payments and pay off your credit card, your credit score improves significantly.

Bottom Line: Compare Interest Rates

In general, it will be a better idea to pay off credit cards first, as your interest rates will be much, much higher. However, one option available is transferring your credit card balance to a card with a promotional 0% interest rate, but you?ll need to be certain you can pay off that balance during the promotional period.

No matter what kind of debt you have, don?t pay off debt with more debt. Don?t pay student loan debt with credit card debt, or vice versa. Let?s say you decide to pay your credit card debt in one lump sum with your student loan. Now you?ve just added to the amount of money you can?t discharge in bankruptcy. On the flip side, paying a student loan with a credit card can also hurt you if you can?t pay off your balance at the end of the month, adding to your interest charges.

Instead, educate yourself and create a proactive plan so you won?t find yourself in a hard spot with either your student loan debt or your credit card debt. Make it a regular habit to pay off a certain amount towards both, and before you know it, your credit score will be golden and you?ll be celebrating your freedom from debt!
